“Ways can be found to try to confront the uncertainties associated with climate change and to find means to influence its speed. There are three essential economic concepts that can and should be brought to bear. One is that of insurance, preferring to make modest payments on a regular basis instead of risking making drastic ones later. The second is that of the market, using price changes and trading mechanisms in conjunction with, or as a means of implementing government decrees. The third is one of simple common sense: stop using taxes and subsidies to encourage environmentally harmful activity.”
